Obstacles Persist for Humanitarian Assistance in Northern Gaza In Spite Of Truce
While the Rafah crossing with Egypt becomes operational soon, relief agencies encounter substantial difficulties distributing aid to northern Gaza, the area worst hit by hunger, analysts state.
Access Issues
Major routes are virtually unusable due to extensive devastation across the devastated territory – or are still controlled by Israeli forces. Any transport that stops working is almost certainly immediately stripped.
The main entry point, the key gateway to the north, damaged by two years of conflict, has been inactive for multiple weeks, and authorities have notified NGOs in Gaza that there are no current intentions to reopen the border point, according to aid workers.
Damage in Northern Gaza
The northern urban center was the target of a large-scale military operation begun in August that was continuing when the temporary truce was finalized recently.
Damage in the northern area has been extensive, with whole settlements including urban centers and adjacent communities in destroyed as well as many of the outlying areas of the main city.
"Any operation of a access route into Gaza is positive, but we need to guarantee we can help civilians where they are," commented a policy expert from a relief agency.
Humanitarian Situation
Observers said many of the approximately 300,000 people who have come back to the northern area from the densely populated southern area where they had been staying during the military operations were now "living" among the destruction of their homes, often without any shelter and with insufficient supplies or resources.
A spokesperson from an international organization said the destruction in Gaza City was "shocking".
"It is neighborhood after neighborhood, building after building ... there is massive desperation for clean water. Conditions are severe. We require every border point open," the official, who was in Gaza City recently, stated.
Insufficient Entry
An organization head located in the urban center said the necessities in what used to be the region's bustling commercial and cultural hub were "immense".
"There is hope and faith but there needs to be immediate enhancement on the access routes. We didn't witness substantial progress on the reality yet," the representative stated.
"There remains a small quantity of support [and] we are only starting to grasp the level of destruction. Multiple thoroughfares are completely covered in rubble ... there is scarcely a building that is secure. There is damage and live explosives throughout the area."
Current Developments
In recent days, aid agencies said small quantities of vital cooking gas reached Gaza for the first instance in seven months, along with deliveries of flour, grains and fresh vegetables. The new supplies sent commercial prices decreasing.
At a mid-region location, a local resident said there had been some improvement since the truce.
"Commercial areas are containing products, fresh goods, and fresh fruit, although the prices are continuing to be expensive and not attainable for everyone," the person commented.
Colder Months Preparations
"Our most important needs currently, specifically due to the approach of winter, are to have a shelter to keep us safe from the low temperatures and warm garments because the markets do not have adequate garments for us or, if they are available, they are very few and extremely pricey."
Several organization-assisted food preparation facilities in mid and southern regions have resumed functioning since the peace agreement.
Aid Distribution
Trucks were stated to have come through the border access point via the eastern border to Gaza during recent days, though precise counts were uncertain.
The nation's news organization reported that recent assistance transports would include nutritional supplies, medical supplies, fuel, cooking gas and materials to repair essential services.
"Assistance resources remains flowing to the conflict region through the Kerem Shalom crossing and alternative access points after security checks," an government spokesperson said.
Allocation Problems
But tracking the volume of transports could be deceptive, advised an expert from a humanitarian organization. "We need to know the contents of the transports and their capacity levels for it to be a genuinely useful metric," the official added.
Commercial operators are transporting fleets of trucks containing confectionery, soft drinks and snacks, which have minimal health benefits, while emergency treatments for minors or people who have been without proper sustenance for multiple years are limited.
Treatment Situation
Throughout the main city, only few healthcare facilities are functioning, compared with numerous in July.
Numerous organizations have millions of dollars of humanitarian goods stockpiled in the region pending distribution. A UN agency assisting local residents across the territory for decades has extended provisions of food for the entire population prepared to be delivered.
"We have the supplies, the equipment and the expertise ... we just need the permission," said one aid worker, recently returned from Gaza.
Diplomatic Considerations
An international initiative details that "comprehensive" support should reach Gaza and be provided through international organizations and humanitarian networks, without interference from either armed factions or government forces.
This likely prohibits the disputed authority-approved humanitarian organization which started working in May, leading to chaotic scenes and hundreds of deaths as crowds of aid-seekers assembled around its aid locations.
